Hi David-
Sorry for the delay in replying and thanks for pointing that out!
It does appear that on the Pais Velib’ Site in English you can purchase a 1 or 7 day subscription online. The only thing that I can not verify is whether you need to activate your ticket at a Velib’ kiosk with the CC that you used to purchase. It doesn’t sound like it, but stranger things have definitely happened in France.

Note that the whole ticket-code thing definitely works, but is a bit annoying because it’s somewhere close to 10 digits and you have to enter them every time instead of tapping your card. If you have the time and desire, it’s probably easiest to pickup a Vélib’ Express Card at the reception desk of the Marie de Paris on 29 rue de Rivoli, 75004 (10am-7pm from Monday to Saturday) … or the Virgin Mega Store on the Champs Elysee.

I’m visiting Paris in September 2011 and trying to get the latest information on the Velib program’s availability for Americans.

According to EuroCheapo, I don’t need the card to swipe at the Velib’ terminal:

Instead, I just have to enter a PIN without a physical card. Are you able to verify that?
